Rules logic technicalities

I can't seem to find the wiki on the automation rules logic

1. Can someone point me to this?
2. My immediate question: In the server rules, do you consider "equals" as "becomes?"

if i set a timer and look for it to "become" 0, that only happens once
according to the server rules you use "equals" which technically when 0 arrives is always true and would create an infinite loop

I would have to assume that it is setup so it waits for the condition to happen, and only fires once, and if I wanted it to constantly evaluate the condition, I would have to incorporate some kind of loop counter

Can anyone confirm?

"Equals" would only happen once the condition is met and would not continue to fire/loop.
